Dana and Kiel stated the clerk and treasurer balance on the CD amount but do not balance on the checking account. Throughout the meeting Dana double checked some numbers and Kiel made an edit in QuickBooks. The clerk and treasurer now balance. An error was found in Quickbooks for the January meeting. Kiel stated the clerk and treasurer now balance for the January meeting as well.

Brad summarized the general records schedule ordinance. We have some records that can be destroyed. The ordinance needs to be adopted by the board to destroy these.

7. IT Grant:
Sprinter put together a package and sent in the grant. Brad stated we have needs pertaining to record keeping, new equipment, such as computers, and better internet.


8. Consider changing to appointed Clerk and Treasurer positions: 
Brad summarized the need for the topic to be on the agenda. If we need positions filled, it’s hard to find people to fill them. By changing to appointed positions, we can go outside our town to appoint these positions. Kiel and Dana gave their opinions on the topic. Both are in favor of the change.

9. Deputy Clerk: 
Kiel gave details on why he thinks a deputy clerk is needed. The clerk position is demanding especially when getting started. A lot of accounting, document filing, and tax filing is needed and is not his strong suit. Kathy Yeager agreed to be the deputy clerk. Kiel is creating a job description for the deputy clerk. He and Kathy will discuss pay soon. 
 

10. Road work discussion & update: 
Brad stated that the county is no longer doing bridge inspections. We are waiting on the state for confirmation of bridge work to be done on Otter Lake road. Brad is in communication with Romanowski and Kliziewisz farms about routes they take with farm equipment that is overweight for some town roads. Some routes can be taken with unloaded equipment but not loaded. The grader should arrive soon. We have spent $5,600 on salt and sand so far this year. The wheel bearing went out on the old plow truck. It was repaired by Westaby. A discussion was had between the board and public about a new storage building. Pros, cons, and options were discussed. The sale of town land was also mentioned as an option to fund a new building if needed.

a. Dan Liske stated that half a mile of the ice age trail is ready for use. This is near Otter Lake. There is an open house being planned for June 2026. Otter Lake has ice on it.

5. Approval of licenses/permits
a. Kiel asked about licenses being needed to sell beer or liquor over the counter at the Otter Lake Bait Shop. A license is not needed for an employee of the bait shop to sell over the counter. Kiel will let the owners of Otter Lake Bait shop know this.

7. Approve Garbage and Recycling Contract:
Brad summarized the history of Waste Management and GFL contracts. The price of the current contract with GFL continues to go up. Currently the cost is $586.20 per month. Brad talked to GFL about this cost being lowered and negotiated a new contract with a cost of $420 per month.

8. Approve Driveway Permit Ordinance:
Brad stated the Towns Association recommended the town adopt this ordinance. It enables the board to enforce the rules and other regulations discussed in the past on this topic.

9. Road work discussion & update:
Brad said that the town was offered $82,500 for the old grader. The buyer wants it now. The board and the road crew discussed the pros and cons of selling it now. The gas tank is fixed on the truck. Work is being done on the V-plow now. Brad asked the road crew about washing the trucks after use to help maintain them. It should be done after use and before they might sit for a while. A short discussion was had about the possibility of a new shop or just a simple cold storage building.

Ice Age Alliance presentation
 Members of the Ice Age Alliance presented the board and public with details about the Ice age
trail. They provided a summary of future plans for the trail. Both statewide and for the town of
Colburn.
Approve the Otter Lake aerator agreement
 This is the same agreement, but it states more clearly that the county pays in the off season.
We send bills all 12 months. Montion to accept the agreement by Nick. 2 nd by Shawn. Motion
carried.

Approve License and permits
 Two operator licenses were presented for Huron Tavern. They are paid for. Motion to approve
the licenses by Nick. 2 nd by Shawn. Motion carried.
 A mobile home permit was presented. Documents were provided. The value is $45,000. There
is a slab, well, and septic. Montion to approve the permit by Nick. 2 nd by Shawn. Motion carried
 Brad mentioned a complaint from a resident about mobile homes of low value in the town. The
board discussed enforcing the town ordinance for mobile homes. Brad will call the owners of
these mobile homes.
Road work discussion and update

 170 th bridge – It’s not eligible for a grant as of now. We will continue to work with the state
about the bridge this spring.
 G bridge – is still probably out till end of October
 More mowing will be done on roads that need it.
 Grader is ordered and we should get it in January.
 Welding and other work is pending on the old plow truck.
Expenditures were reviewed and approved.

Discussion of clerk vacancy
 The clerk must live in the town of Colburn. Other options were discussed. Joint clerks must
have an annual audit with a high price. Jeff might change his mind if he could appoint a deputy
clerk. Kiel commented that he might be willing to take the position on and will contact Jeff to
get more info on the job.
Road work
 360 th – Locates are holding up progress. Nick stated to call number on the locate sheet and
ask about above and underground wiring.
 170 th bridge – No news, more at the August meeting.
 G bridge – Work starts this coming Tuesday.
 Patching needs – Start after mowing in the next week or two. Discussed specific spot to patch.
 Graveling – Will get going on this soon. 100 loads are approved.
Equipment needs
 Repairs done on the tractor and working well. There is a dehumidifier in the shop now.
Grader discussion
 Repair on center wheel is 16,000 dollars. Replacing it is 40,000. Trade in our grader will bring
74,000 dollars. Discussed prices, details of cab features, operational options, motor size and
horse power options. Financing is 84 months at 4.7% interest. 1 st payment is deferred by the
trade in. Warranty is 7 years comprehensive. Test drive possibilities were discussed. Kiel
stated a new truck should not be purchased instead of a grader. Nick in favor of grader also
and the bigger motor option. Decided to look at graders and the joystick models. Model

numbers being 672G and 672P. Kiel motioned to proceed with this plan, Brad second, motion
carried.
Sale of town property on 327 th
 Kiel stated he was not in favor of selling now. Nick agreed. Brad is indifferent to the idea.

The use of brown gravel and blue granite was discussed. Brown gravel price: $292 per
load, blue granite price: $263 per load. The use of blue granite was motioned by Kiel
Morello; seconded by Nick Burzynski; motion carried
o 170 th Avenue scope and estimate on the bridge was discussed. This did not include the
dam.
o Signs: Need a few more replaced, some work already is complete. Theft is reported.
Brad mentioned to do a reflection study on signs in the fall.

 Electric work outside town hall: Brad mentioned boring work is done, rest of the work
completed by July
 Equipment and Facility Needs
o Brad mentioned a new shop that is 80X52 in size is more than $300,000 to complete.
Pros and cons were discussed.
o A salt and sand bunker cost of $60,000 was discussed. Pros and cons discussed.

o Old truck frame is not repairable and has been repaired in the past. New truck cost is
approximately $260,000 up from $167,000 when the last truck was purchased.
Discussion was had about buying new or used truck. Brad will firm quotes on new truck
and start discussion about financing.

 Sale of Town Property: Dump site and surrounding land owned by the town. Discussion
included selling the entire site, keeping 6 acres, listing it, or not selling it at all. Discussion was
had about moving recycling center to the same location as the town hall. No decision was
made on this topic.
 Public Comment
o Mike Olin brought up tree work that is needed by the fishing dock on the east side of
Otter Lake. The board was in agreement of the tree work being done.
