She gave details about her concerns etc. The docks are removed as of now. How do we avoid these issues in the future? Another citizen stated related concerns.&nbsp;</font></span></span><br /><span></span><span><span style="color:rgb(0, 0, 0)"><font size="2">Another citizen voiced concerns about recorded access rights. She shared a copy of a survey map for clarification. She shared details about the maps and the land in question. She would like some answers from the board regarding her concerns.&nbsp;</font></span></span><br /><span></span><span><span style="color:rgb(0, 0, 0)"><font size="2">Another citizen voiced her concerns about the docks and land in question. She stated some other people have dumped brush and yard waste in the past.&nbsp;</font></span></span><br /><span></span><span><span style="color:rgb(0, 0, 0)"><font size="2">Another citizen voiced his concerns about the docks and land in question.</font></span></span><br /><span></span><span><span style="color:rgb(0, 0, 0)"><font size="2">Brad summarized some details and made comments about the history of these docks and land in question. He stated the DNR rules that say no one can add docks unless they own the land.&nbsp;</font></span></span><br /><span></span><span><span style="color:rgb(0, 0, 0)"><font size="2">Brad stated it&rsquo;s a dead issue for now as the docks are gone. She did not fully fill out the applications. She was told this by Kiel over the phone. Staci called Kiel the morning of the meeting stating she was not renewing her licences. When appearing before the board of review, the objecting person shall specify in<br />writing the person's estimate of the value of the land and of the improvements that are the<br />subject of the person's objection and specify the information that the person used to arrive<br />at that estimate.<br />6. No person may appear before the board of review, testify to the board by telephone,<br />or object to a valuation if that valuation was made by the assessor or the objector using<br />the income method of valuation, unless no later than 7 days before the first meeting of the<br />board of review the person supplies the assessor with all the information about income<br />and expenses, as specified in the assessor's manual under s. 73.03 (2a), Wis. stats., that<br />the assessor requests. The Town of Colburn has an ordinance for the confidentiality of<br />information about income and expenses that is provided to the assessor under this<br />paragraph that provides exceptions for persons using information in the discharge of<br />duties imposed by law or the duties of their officer or by order of a court. A lot of accounting, document filing, and tax filing is needed and is not his strong suit. Kathy Yeager agreed to be the deputy clerk. Kiel is creating a job description for the deputy clerk. He and Kathy will discuss pay soon.&nbsp;<br />&nbsp;<br /><br /><strong>10. Road work discussion &amp; update:&nbsp;</strong><br />Brad stated that the county is no longer doing bridge inspections. We are waiting on the state for confirmation of bridge work to be done on Otter Lake road. Brad is in communication with Romanowski and Kliziewisz farms about routes they take with farm equipment that is overweight for some town roads. Some routes can be taken with unloaded equipment but not loaded. The grader should arrive soon. We have spent $5,600 on salt and sand so far this year. The wheel bearing went out on the old plow truck. It was repaired by Westaby. A discussion was had between the board and public about a new storage building. Pros, cons, and options were discussed. He gave some details about both contests. He stated people are driving on the lake now. He is selling tickets for the contest. Dale Dubiak asked about a letter going out with tax bills about town residents not plowing snow across the road or leaving a snow pile on the blacktop edge. Brad said that we didn&rsquo;t send letters with the tax bills this year. A discussion was had about the plowing issues.&nbsp;&nbsp;<br /><br /><br /><strong>5. Kiel asked about licenses being needed to sell beer or liquor over the counter at the Otter Lake Bait Shop. A license is not needed for an employee of the bait shop to sell over the counter. Kiel will let the owners of Otter Lake Bait shop know this.<br />b. None presented.<br /><br /><strong>6. The price of the current contract with GFL continues to go up. Currently the cost is $586.20 per month. Motion Carried<br /><br /><strong>9. Road work discussion &amp; update:</strong><br />Brad said that the town was offered $82,500 for the old grader. The buyer wants it now. The board and the road crew discussed the pros and cons of selling it now. The gas tank is fixed on the truck. Work is being done on the V-plow now. Brad asked the road crew about washing the trucks after use to help maintain them. It should be done after use and before they might sit for a while. A short discussion was had about the possibility of a new shop or just a simple cold storage building.<br />a. Motion to approve the immediate sale of the grader for $82,500 or higher: Nick<br />b.
