November Regular Board Meeting
November Regular Board Meeting Following the budget hearing, the regular board meeting was called to order. Members present were Brad, Kiel, Steve, Dana, and Jeff. Jeff read the previous meeting minutes. Keil made a motion to approve the meeting minutes without correction. Steve seconded, motion voted on and carried. Dana read the treasurer's report and confirmed that the Treasurer and Clerk account balance. Dana reported that the Abby Bank CD was up for renewal, and that it would be renewing at the end of the month. The meeting was opened up for Public Comment. Resident Danny Liskie, shared that the otter lake booster club had been working to complete construction on the west side of otter lake and that it was being used by the public a lot. Danny also shared that a speed limit restriction was of interest on 360th as well. Brad shared that he would check with the county if it was legal for the town to enforce a change in speed limit without the county being involved in the process. If not posted, the speed limit is set at 55 mph. Resident Bob Callahan also shared that he had attended the Fire meetings in Cornell. He reported that the plan for Cornell Fire is still to move forward with the satellite fire station in Lake Holcombe. He shared that the meeting members plan to finance the construction via donations and not via tax payers. Jeff shared that no licenses or permits were brought forward. The board moved to discussion and approving the 2025 Budget. Kiel made a motion to approve the Balanced 2025 Annual Budget, total tax/loan levy, and the 2025 GTA Funds/ Public Works Budget previously approved during the budget hearing held prior. Steve seconded the motion. Motion was voted on and was carried. The board then discussed the bridge meeting that Brad and Kiel attended. They reported that the project is about 1 year out as a minimum, but more than likely three years. It currently sounds that being governmentally funded, it is more than likely going to be three years out. They also reported that the future bridge will more than likely have to be raised/ set up higher so it does not touch the dam. They shared that the bridge is owned by the county and the DNR owns the dam, just to clarify for the record. Brad also stated for the record, that the county had previously indicated that the bridge on Otter Lake Road was in good condition according to the county. The county told Brad this information before the starting of the 165th paving project began. Now however they had marked the bridge as needing major repair. Brad believes the county now has downgraded the bridge because they believe the state is coming out with funding to pay for bridge repairs, and now the county inspector has changed his tune regarding these as a means to cover their “hides”. The board moved to discussing highway work. Brad shared that the mowing had been completed and looked good. Brad shared that more beaver damage was still occurring and the town hired Cody Overgard to trap them in multiple locations. Steve stated that he could try to possibly use the Boom to help clean them out as there was damage on sheep ranch, river road, and by the county highway G bridge. Dale G. confirmed he had talked with Steve Schnider and that he was still on for snow plowing. Meeting date set Dec 3rd and 7pm. Kiel made a motion to adjourn, Steve seconded, meeting adjourned.
