Regular Monthly Meeting Minutes for 8/4/26

1. Meeting called to order by Brad at 7:00PM. 
2. Approval of minutes of previous meeting.
The previous meeting minutes were sent out prior to the meeting and reviewed by the board:

3. Presentation of treasurer’s report & clerk’s balance statement.
Dana sent the treasurer’s report & other reconciliation documents via email.
Kiel and Dana verified via email that the clerk and treasurer balance. Treasurer’s report and clerk balance sheets are printed for the monthly file. 

4. Public Comment.
Public comment is limited to the public comment period of the meeting. Public comments can be made on agenda items which may be considered by the board during its deliberation of the agenda item. Please note that the board may not act on a public comment regarding a non-agenda item.
Shawn provided an update from the Cornell FD meeting.
Nick provided an update from the Cornell Ambulance meeting.
5. Approval of license/permits.
None
6. Approve resolution supporting a comprehensive and sustainable transportation funding solution. 
The board was provided a copy of the TOWN BOARD RESOLUTION SUPPORTING A COMPREHENSIVE AND SUSTAINABLE TRANSPORTATION FUNDING SOLUTION prior to the meeting for their review.

7. Approve changes to Ordinance 1-1-25 (weight restricted roads)
The board was provided a copy of the Town of Colburn, Chippewa County, Weight Restricted Roads Ordinance, Ordinance 11-1-25 (Revised 8/4/26)

8. Road work discussion & update.
360th project update- Paving is planned for later this week.
Otter Lake Bridge Repairs- Working on repairs with DOT this week Monday- Thursday. Planning to also seal the ends and cracks of bridge.
130th Ditching. This was reviewed with Jim Westaby and he felt if would be beneficial to ditch the area in question so we will proceed with that
170th Ditching. It was felt that this was not beneficial to the town and we would not be doing this.
The storage shed project has been started and should be done in a couple of weeks
Culvert replacements on 322nd and Timber crest will be done next week.
Graveling: Township blue has been placed on a portion of 190th. We will do a section of ¾ brown and compare before moving forward with the remainder of the graveling.
We were not approved for either of the two small structure grants applied for. We will proceed with 330th on our own next year and use the 50/50 aid program to cover 50% of the cost.
Damages to the paved roads from horseshoes was discussed. Brad has met with the Amish community leaders and will touch base with them again to see if a compromise can be reached. We may need to consider an ordinance to regulate this. Additional concerns regarding the lack of SMV sings, lighting, and horse manure on the roads was also discussed.
Farming in the right-of- way. It is not allowed per statute. This has become an issue county-wide and in Colburn and has effects on safety and infrastructure. The county made public notices in hopes of voluntary compliance. We need to also look at this and notify farmers of any concerns.
Concentrated Animal Feeding Operations- CAFO issues. This was discussed and it was felt that we should put an ordinance in place for licensing and monitoring. Such operations may have many effects, including effects on ground water, effects on fragile soils, issues with manure, effects on property values, etc. Once we get a draft ordinance ready we will provide public notice so we can obtain public input.
Overhanging Trees: We have many that are becoming an issue and may be hit by higher profile vehicles. It was agreed that we should rent a lift and cut those trees/limbs that are of concern.
